Special Session: Final Report
Should we fund our schools or destroy the judiciary? (Just what were we called to do?)
A few high points for school finance during the session . . . but none prevailed
Every once in a while, we were given a flicker of hope in our quest for better school funding only to have those hopes dashed each time.
Legislature adjourns for 3½ week break; will return April 30
The last order of critical business for KNEA was put to rest about 7:30 pm on Friday night when the Senate adopted the conference committee report on SB 7, the technical college governance bill. By 8:15 all business was wrapped up and both Chambers were empty by 8:30.
House Ed amends, then votes to kill capital outlay flexibility bill
On Monday morning the House Education Committee took action on SB 22. The bill would allow school districts to spend capital outlay money on computer software, utilities, and property insurance. While SB 22 allows for some spending flexibility, it has the side effect of relieving the legislature of its responsibility to fully fund public education.
KNEA-opposed bills up for floor votes next week
The House of Representatives will take up SB 103, a bill which proposes to amend the recall statute and will limit the voters’ ability to recall elected officials.
KASB starts week with attack on school employees
To start off the week in the Senate Education Committee, KASB announced their opposition to HB 2179, a bill that would repeal the prohibition on school employees serving on the State Board of Education.
Quiet week starts off second half of legislative session
The second half of the session is off to a very slow start. Neither chamber met on Monday, March 3. We hope that most legislators were back home helping in Read Across America celebrations.
The Halftime Report!
On the last couple of days before turn around, legislators tried to hear and act on a few last bills. February 28 was the last day for bills to be passed out of their house of origin in order to be considered in the other chamber.
School District Consolidation is Topic of the Week
On Tuesday, the House Education Committee began a series of hearings on five bills dealing with school district consolidation. A long line of superintendents, school board members, and citizens from rural towns lined up to oppose forced consolidation of districts
KNEA presents school needs to PTA, House Ed Budget Committee
While the House Education Committee discussed proposals to simplify school district budget reports, KNEA lobbyist Mark Desetti appeared with Mark Tallman of KASB, Dianne Gjerstad of USD 259, and Senator John Vratil at the state PTA Legislative Conference. Desetti spoke of increased demands under ESEA, the need to adequately fund public schools to meet those demands, and the need for parents to “turn up the heat” on legislators.
House Committees hear KASB bills
On Wednesday the House Education Committee began hearings on House Bill 2059 and House Bill 2060. The first bill would allow school boards to void employee contracts, the second would eliminate due process protections for teachers.
Senate Ed to work out "home rule" compromise with KNEA, KASB
On Thursday, the Senate Education Committee listened to testimony from both KASB and KNEA on SB 57, the "School District Powers of Local Control" bill. the same bill has passed both senate education committee and on floor repeatedly in last few years.
