Board Votes To Continue Lawsuit

Following a lengthy executive session, the State Board voted 8-2 to continue pursuing legal action against USD 423, Moundridge. Voting for the motion were Steve Abrams, Sue Gamble, Connie Morris, Carol Rupe, Iris Van Meter, Bill Wagnon, Janet Waugh, and Bruce Wyatt. Voting against the motion were John Bacon and Ken Willard.

The controversy revolves around audit findings related to a charter school, the use of state funds and actual enrollment of students in the district. Over $1million in state aid is in question.

Charter Applications Approved

The State Board approved 4 applications for charter schools and denied 4 at the March meeting. Two of the approvals were with the stipulation that the sponsoring USD work with department staff to bring their applications into better compliance with the criteria established by state law for charter schools.

Receiving full approval were USD 321, Kaw Valley, for Delia, and USD 380, Hutchinson. Approved with stipulation were USD 424, Mullinville, and USD 101, Erie-St. Paul for Galesburg.

Applications denied were from USD 405, Lyons, USD 400, Lindsborg, USD 315, Colby, and USD 423, Moundridge (a different application than the one mentioned in the first article).

Board members approved the motion 8-1-1, with John Bacon voting no and Connie Morris abstaining.

Bond Election Questioned

In an unusual move, Board member Steve Abrams challenged the application from USD 458, Basehor-Linwood, to hold a bond election. Abrams objected to the local board bringing the same bond package for an April election that was rejected in January.

Other board members, while not addressing the specific package, indicated that they favored letting local electors make their own decision about the bonds.

The motion to approve the election passed 8-2, with Abrams and Iris Van Meter voting no.

April Meeting

The April 8 and 9 meeting of the State Board will be in District 1, which includes Wyandotte, Leavenworth, and Jefferson counties. Specific information about meeting location will be on the State Board website in early April. It is expected that most of the meeting will be in Wyandotte County.
