Mathematics, Reading Standards Almost Ready

Final action on the revised curriculum standards for reading and for mathematics was delayed until the July State Board meeting after board members received assurances from Assistant Commissioner Alexa Pochowski that the delay should not keep schools from using the current draft documents for summer work that is anticipated or already begun.

Both documents needed some additional "fine tuning" before being submitted for final action. At no point during the board's discussion was any issue raised regarding the content of the revised standards, benchmarks, or indicators.

The mathematics standards needed some additional details identifying financial literacy benchmarks, as mandated by legislative action during the 2003 session. The reading standards needed some additional revisions following responses from review by educators.

Draft copies of the revised Math and Reading standards are available on the KSDE website.

PSB, PPC Appointments

New members were appointed to the Professional Standards Board and to the Professional Practices Commission in July. These groups advise the State Board on matters relating to educator preparation and licensure and to the issuance/retention/revocation of licenses.

Appointed to the Professional Standards Board are

  • Sam Rabiola, Lawrence EA, representing high school teachers
  • Karen Godfrey, NEA Seaman, representing middle school teachers
  • Carolyn Good, Olathe NEA, representing teachers
  • Victoria White, Southwestern College, representing private teacher education institutions
  • Robert Blair, Wathena, representing high school administrators
  • Orville Altevogt, Alma, representing private school administrators
  • Appointed to the Professional Practices Commission are

  • Nancy Dain, Andover TA, representing middle school teachers
  • Tom Biggs, El Dorado, representing superintendents
  • John Sanborn, Chapman, representing middle school administrators
  • SEAC Appointments

    Five members were chosen for the Special Education Advisory Council, which is mandated by IDEA and which advises the State Board on issues relating to special education. They are

  • Karen Untereker, Pittsburg EA, representing teachers
  • Matthew Cook, Wichita, representing individuals with disabilities
  • Tom Skrtic, KU, representing higher education
  • Danny Thornton, Oakley, representing local education agencies
  • Janice Suddath, Shawnee, representing parents of children with disabilities
  • In other action, the State Board

  • Denied a request for a land transfer between USD 239 and USD 334
  • Heard a follow-up report on teachers who received mentoring during the 2001-2002 school year (only year of mentor funding)
  • Approved discretionary grants, from legislative appropriations, for
    o Environmental education, $35,000
    o Communities in schools, $35,000
    o Kansas Teacher of the Year, $10,000
    o Kansas history teaching materials, $50,000
  • Approved QPA waivers for
    o USD 251, Admire elementary, extend cycle 1 year
    o KSSD, extend cycle 1 year
    o USD 453, Anthony elementary, delay 1st visit
    o USD 204, Clark MS, extend cycle 1 year
    o USD 312, Haven MS, extend cycle 1 year
  • Approved recommendations from the Evaluation Review Committee
    o Baker University - accreditation through 12/31/07
    o McPherson College - accreditation through 12/31/07
    o Sterling College - accreditation with probation through 6/30/05
    o Friends University - 1 new program approved
    o Sterling College - 1 new program approved
    o Benedictine College - 17 programs approved
    o Emporia State University - 34 programs approved
    o Pittsburg State University - 36 programs approved
  • Approved continuing the contract with University of Kansas, Center for Educational Testing and Evaluation, for developing, administering, scoring and reporting results of the state assessment program, not to exceed $2,112,000
  • Approved Parents As Teachers grants for 72 USDs/consortia, totaling $6.8 million
  • Authorized a bond election for USD 233, Olathe
