91-1-206 Amended

As expected, the State Board unanimously approved amendments to several licensure regulations at their November meeting. Most of the changes cleaned up oversights in the original language, which became effective in July, 2003.

The major change is to 91-1-206, Professional Development Plans for Licensure Renewal. The original language stated that candidates for renewal needed to earn points in 2 of 3 areas, content standards, professional education standards, and service to the profession.

The amended language says that candidates must earn points in one or more of the three areas.

The change is effective immediately.

History/government Standards On Fast Track

Commissioner Andy Tompkins predicts that the revised standards for history/government should be available for review as early as February, 2004. The review committee will be meeting 6 times between now and January.

Following a time for comment from interested parties, the committee will reconvene to finalize their draft, which will then be presented to the State Board for their consideration.

The draft will be available on the KSDE website.

NAEP Scores Stay High

Kansas 4th and 8th graders continued to score in the top 10 states in reading and mathematics, according to the assessments from the National Assessment of Educational Progress (NAEP).

No other states in the nation had a higher percentage of 8th graders at proficient or above on mathematics, and only two other states outscored Kansas 4th graders in math.

This is the first time that all states were required to participate in the NAEP assessment, as required by ESEA/NCLB.

In other action, the State Board

  • Heard a report from John Poggio, CETE, on the Kansas assessments
  • Discussed the Board's proposed FY'05 budget and various legislative initiatives
  • Approved QPA waivers for
    o USD 259, 12 schools, composition of visiting team
    o USD 493, Scammon elementary, align cycle with other district schools
    o USD 500, Banneker elementary, team chair
    o USD 500, Stoney Point North and Welborn elementaries, composition of visiting team
    o USD 246, Northeast elementary, target areas (reading and mathematics only)
    o USD 463, Udall elementary, composition of visiting team
    o USD 382, Pratt Productivity Charter Academy, delay first on-site visit
  • Approved Charter School grants for
    o Delia Charter School, $225,000
    o Galesburg Elementary Charter, $127,550
    o Mullinville & Haviland 21st Century Learning Academy, $155,240
    o Hutchinson Cyber Charter School, $95,240
  • Approved recommendations from the Licensure Review Committee
    o Approve 9 requests
    o Deny 2 requests
  • Approved licensure waivers
    o USD 490, 5 teachers out of field, special education (3 are renewals)
    o USD 233, teacher out of field, special education
    o USD 267, teacher out of field, library media (renewal)
    o USD 373, teacher out of field, special education
    o USD 481, teacher out of field, library media (renewal)
    o USD 453, 3 teachers out of field, special education (1 renewal)
  • Recognized 2002-2003 Blue Ribbon Schools
    o USD 475, Custer Hill elementary
    o USD 355, Ellinwood elementary
    o USD 512, Mill Creek elementary
    o USD 500, Sumner Academy of Arts & Science
  • Heard a report on early childhood education initiatives
  • Approved a recommendation from the Professional Practices Commission to deny an application.

    The next meeting of the State Board will be Tuesday and Wednesday, December 9 and 10 in Topeka.
