Licensed Personnel Report Out

Printouts, organized by school building, indicating which if any employees are assigned to areas for which they do not have proper licenses/certificates and/or endorsements were mailed to district offices on Friday, December 5. Districts are to report errors to KSDE. Districts must either properly assign individuals or file a license waiver request with KSDE for how individuals who are not properly endorsed will achieve the necessary endorsement within 3 years. Such a plan must be developed with a higher education institution that offers the needed endorsement.

In addition, buildings received lists of teachers who were prepared prior to 1982 and of teachers who are working at the middle level with only an elementary endorsement. Both of those situations are legal assignments, but people on those lists are required to complete the Kansas rubric to establish that they are Highly Qualified, as required by ESEA/NCLB. KSDE staff estimate that about 7,000 of the 35,000 Kansas teachers will need to complete the rubric. They also believe that fewer than 1,500 will need additional time to achieve the Highly Qualified status, which is required by the end of the 2005-2006 school year.

Milken Recipients Recognized

Jesse Bernal, Garden City Education Association, and Charlie Jenney, UTW, recipients of the 2003 Milken Family Foundation National Educator Award, were recognized at December's State Board meeting.

Bernal described his success with students in Garden City through a program that takes them through the AP Spanish exam. Jenney described how he engages middle level students in science classes.

Each Milken awardee receives $25,000 from the Foundation to spend as he/she sees fit and is recognized at a national gathering of awardees from all participating states.

    o USD 263, teacher out of field, special education
    o USD 329, teacher out of field, library media, renewal
    o USD 333, extend time for e-sub
    o USD 400, teacher out of field, mathematics, renewal
    o USD 442, 3 teachers out of field, special education
    o USD 443, teacher out of field, library media, last renewal
    o USD 457, 14 teachers out of field, special education, 4 renewals, 1 last renewal
    o USD 490, teacher out of field, special education
    o USD 602, 2 teachers out of field, special education, 1 renewal
    o USD 605, teacher out of field, special education, last renewal
    o USD 618, teacher out of field, special education, renewal
    o USD 636, 6 teachers out of field, special education, 3 renewals
    o USD 637, teacher out of field, special education
  • Approved grants totaling $310,000 for teacher education programs to increase instructional capacity of both general and special education teachers (all accredited programs received money)
  • Heard a report on Kansas Reading Association's literacy activities
  • Discussed issues relating to early childhood education


    Schools Accredited

    The following schools received full accredited status:

  • USD 312, Mount Hope elementary
  • USD 373, Northridge, South Breeze, Walton elementaries
  • USD 383, Frank Bergman elementary

    The January, 2004 meeting of the State Board of Education is scheduled for Tuesday and Wednesday, January 13 and 14, in Topeka. Board members are also expected to attend the Governor's State of the State message on Monday evening, January 12.
