State Board Recognizes Kansas Administrators of the Year

The State Board of Education recognized four administrators who have recently received prestigious awards. The four were given an opportunity to present information regarding what they are doing to build instructional capacity in their districts and to answer questions from the board. The Kansas Administrators of the Year are:
*Mr. Jan Collins, Superintendent of Ottawa USD 290, who is the 2004 Superintendent of the Year.

*Mr. Gregory Springston, Principal at Junction City High School, who is the 2003 Kansas Association of Secondary School Principals, Principal of the Year.

*Mr. Charles Golladay, Principal at Louisburg Middle School, who is the 2003-2004 Kansas Association of Middle School Administrators, Middle School Principal of the year.

*Ms. Pam Burrus, Principal at Washington Elementary School in Olathe, who is the 2002-2003 Kansas Association of Elementary School Principals, Principal of the Year.

Governor's Budget Recommendations Reviewed

Dale Dennis presented information to the State Board regarding the Governor's 2004-2005 Finance Plan for Kansas Public Schools. The Governor's plan added a total of $136,950,000 million compared to the State Board's plan of $104,600,000. Both plans include increases in the At-Risk Weighting.

During the discussions of the Governor's Finance Plan, Board Member Connie Morris, a St. Francis Republican, did not like the idea of raising taxes. "Raising taxes is not brave," she said. "It's cowardice." The next day, during a vote regarding which plan the board would support, Ms. Morris voted with the group supporting the Governor's Plan stating that "while she did not like the plan, she must submit to the higher authority".

In other action, the State Board:

  • Received a report from the Legal Services Division explaining the responsibilities and actions of the Professional Practices Commission.
  • Approved the Recommendations of the Professional Practices Commission.
  • Discussed the Board's Self-Assessment Process.
  • Received a report on the proposed revisions to unit accreditation and program approval regulations.
  • Continued the discussion of the Board's role in early learning programs.

    Schools Accredited

    The following schools received full accreditation:

    USD 274, Oakley Elementary
    USD 314, Brewster Elementary and HS
    USD 321, St. Marys Elementary
    USD 373, Chisholm MS, Slate Creek and Sunset Elementaries
    USD 471, Dexter Elementary and HS
